On February 24, 2026, China’s Ministry of Commerce released Announcement No. 11 of 2026, stating that 20 Japanese organizations have been added to the country’s export control list. This action was taken in line with the Export Control Law of the People’s Republic of China, the Regulations on Export Control of Dual-Use Items, and other applicable legal frameworks. 

To protect national security and strategic interests, as well as to meet international non-proliferation commitments, the Ministry determined that these 20 entities—allegedly linked to strengthening Japan’s military capabilities, including companies such as Mitsubishi Shipbuilding—would be subject to stricter export control measures. 

Under the announcement, Chinese export operators are prohibited from supplying dual-use items to the listed entities. In addition, overseas organizations and individuals are also barred from transferring or providing dual-use items of Chinese origin to these companies and institutions. Any ongoing transactions involving such exports must be stopped immediately. 

In exceptional cases where exports are deemed necessary, companies must submit a formal application to the Ministry of Commerce for approval.

The announcement came into force on the same day it was issued. Furthermore, the Ministry clarified that even if certain Japanese entities are not specifically listed, exports of dual-use items will still be restricted if the end-users or end-uses involve Japanese military applications or could contribute to enhancing Japan’s defence capabilities, in accordance with earlier rules on strengthening export control oversight related to Japan.
