In December, 2025, Vietnam’s Ministry of Construction issued Circular No. 69/2025/TT-BXD, outlining requirements for the display of energy labels on energy-using equipment under its jurisdiction. The circular specifies the categories of equipment—particularly transport vehicles—for which energy labeling is mandatory and provides guidance on the publication and affixing of such labels. 

The regulation applies to manufacturers, importers, trading establishments, distributors, and retailers. It establishes requirements for the display and management of energy labels on transport vehicles, including passenger cars, motorcycles, and scooters.

Energy Labeling: Design Standards and Specifications 

The circular defines specific energy label formats for the following categories of vehicles: 

  • Battery Electric Vehicles (BEVs) 

  • Plug-in Hybrid Electric Vehicles (PHEVs) 

  • Full Hybrid Vehicles (including FHEV, MHEV, SHEV, etc.) 

  • Vehicles powered solely by internal combustion engines 

  • Electric motorcycles and electric scooters 

  • External-charging hybrid motorcycles and scooters 

  • Non-external-charging hybrid motorcycles and scooters 

  • Motorcycles and scooters powered by internal combustion engines
