The National Medical Products Administration (NMPA) and the General Administration of Customs have jointly issued Announcement No. 110 (2025) on the import and export declaration requirements for medicinal narcotic drugs and psychotropic substances. Drawing on the catalog of controlled medicinal narcotic and psychotropic substances published by the NMPA, Ministry of Public Security, and National Health Commission—as well as the Medicinal Product Administration Law and the Customs Law—the announcement provides corresponding customs commodity codes for these substances, including both active pharmaceutical ingredients (APIs) and finished preparations, to guide customs declarations.

The notice also emphasizes that the published commodity codes represent only part of the controlled substances list. If the actual imported or exported goods fall outside these codes, enterprises must still declare them truthfully in compliance with all legal requirements.

Effective November 15, 2025, the announcement includes customs commodity codes for 32 medicinal narcotic drugs and 96 medicinal psychotropic substances. This update further standardizes import and export controls, reinforces regulatory oversight, and ensures safe and compliant circulation of controlled medicines. Enterprises are advised to stay updated on catalog changes, meet all declaration obligations, and support orderly drug trade and public health protection.
