On December 26, 2025, Japan’s MHLW, METI, and MOE announced a plan to revise the Chemical Substances Control Law (CSCL) list of substances designated as non-notifiable. The proposed revision will add 90 chemical substances—including taurine, inositol, and calcium pantothenate—to the list of substances that do not fall under Class I or Class II Specified Chemical Substances and do not require risk assessment.
Under CSCL Article 8, businesses manufacturing or importing general chemical substances above specified thresholds must submit annual volume reports. However, substances officially designated as non-notifiable are exempt from this reporting requirement. The revision is intended to formally designate the additional 90 substances as non-notifiable in accordance with this provision.
Public comments can be submitted to the three ministries until January 25, 2026. The notice is expected to be issued in late March 2026 and will take effect on the date of issuance.
