Vietnam's Ministry of Industry and Trade declared on January 17, 2026, that the Law on Chemicals (No. 69/2025/QH15) would go into force on January 1, 2026. Three official government decrees were issued to support the Law on Chemicals' execution, and they all went into force on January 17, 2026. 

The lists of substances covered by the Law on substances are outlined in Government Decree No. 24/2026/NĐ-CP. 

The following particular listings are supplied as appendices: 

  • Appendix I, List of Basic Chemicals in Key Chemical Industries, has 39 compounds.  

  • 786 chemicals and mixes are included in the List of Chemicals Subject to Conditional Production and Trading (Appendix II). It makes it clear that mixtures having at least one component from this list and a bulk fraction higher than 5% are subject to conditional manufacture and trading.  

  • Two groups comprising 241 precursors and combinations subject to special control are included in the List of Chemicals Subject to Special Control in Production and Trading (Appendix III).  

  • Appendix IV, "List of Chemicals Requiring Accident Prevention and Response Plans," includes 271 compounds and 21 chemical categories. 

Government Decree No. 25/2026/NĐ-CP: Offers comprehensive rules and procedures to arrange and direct the application of specific Law on Chemicals provisions concerning the growth of the chemical sector and chemical safety and security.  

The eight chapters and forty-one articles that make up this decree address state management duties, the creation, assessment, approval, and execution of strategies for the development of the chemical industry, technical specifications for chemical projects, safety precautions for chemical activities, specialized safety training, and the prevention of chemical accidents. 

Government Decree No. 26/2026/NĐ-CP: Offers comprehensive guidelines and rules for putting some of the Law on Chemicals' requirements for hazardous chemical activities and the management of chemicals in commodities and products into practice.  

The following are the principal contents of this decree, which is divided into five chapters and thirty-one articles:  

 

 

 

 

Declaration of Chemical Import  

Prior to customs clearance, importers of chemicals covered by Chapters 28 and 29 of the Vietnam List of Import and Export Goods must register them on the National Single Window system. 

Among the exemptions from declaration are: 

a) Chemical imports under specific regulation; 

b) Importing chemicals that are forbidden; 

c) Importing novel chemicals with a single invoice import quantity of less than 10 kg in order to test or assess their chemical and physical qualities; 

d) Chemical elements in blends that contain less than 0.1%; 

e) Dangerous substances released in compliance with this directive. 

According to Article 31, Clause 2 of the Law on compounds, competent industry management organizations must publish lists of items and product categories that contain hazardous compounds that must be disclosed to the public.  

The following goals must be ensured by control methods for hazardous compounds in the production process:  

a) Keeping an eye on the hazardous chemical composition and content of raw materials;  

b) Keeping an eye on the makeup and concentration of dangerous substances released during manufacturing;  

c) Keeping an eye on the final products' hazardous chemical composition and content;  

d) Keeping dangerous chemicals from being lost. 

The following details must be reported in the specialized chemical database by companies and people manufacturing or importing goods and products containing hazardous chemicals: 

a) The name of the item or items that contain dangerous substances;  

b) The dangerous chemical's name;  

c) The chemical's hazardous properties;  

d) Content  

e) The product's intended application.  

Labels or electronic information pages must also provide suggestions for usage restrictions together with information about the composition and content of hazardous compounds.  

Together, these accompanying rules enable the Law on Chemicals to be implemented effectively, ushering in a new era of methodical chemical management in Vietnam.
