On November 3, 2025, China’s Ministry of Industry and Information Technology (MIIT) issued a draft Catalog for Compliance Management of the Restriction of Hazardous Substances in Electrical and Electronic Products (2025 Edition) and a draft List of Applications Exempted from Restricted Substances for public consultation. The comment period is open until December 2, 2025.
Key Updates
· Expanded Product Scope: The initial 12 product categories have been refined and consolidated into 10 broader groups (e.g., printers, copiers, and fax machines merged into Printing/Copying/Scanning/Faxing and Multi-function Machines).
· New Additions: 23 new product types with established control measures have been included.
After these revisions, the Compliance Management Catalog will list 33 product types, primarily covering commonly used consumer electrical and electronic products.

Update of the Application Exception List
Revisions were made to exemption clauses in line with newly effective domestic measures under international environmental conventions, such as the Minamata Convention on Mercury. For example, the exemption for mercury in single-capped fluorescent lamps for general lighting has been removed.
Several exemptions were also updated to align with international standards and newly added product categories. Notably, the exemption for lead in solders for flip-chip packages was deleted, while a new exemption for phthalates in components recycled from electronic medical devices and used for repair or refurbishment was introduced.
Effective Dates
· Existing product categories from the first batch will take effect immediately upon the release of the revised Catalog.
· Newly added product types will have a transition period and become effective on August 1, 2027.
· The revised Exception List will replace the first batch list upon publication.
o Retained and new exemptions will take immediate effect.
o Deleted exemptions will remain valid until August 1, 2027.
Under the updated China RoHS national standard GB 26572-2025 (effective August 1, 2025), all products listed in the Compliance Management Catalog must comply with both hazardous substance limit and marking requirements.
These revisions strengthen environmental management for electrical and electronic products and align China RoHS with international standards. Enterprises are advised to monitor regulatory updates and prepare compliance strategies early to mitigate potential impacts on production, supply chains, and market access.
