The Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) has released the 2025 updated list of chemicals added to the Philippine Inventory of Chemicals and Chemical Substances (PICCS). The update is issued in accordance with Republic Act No. 6969 (Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990), its Implementing Rules and Regulations (IRR), and other applicable policies.

A total of 59 new chemicals—including flame retardants, polymer monomers, and pharmaceutical intermediates—have been added to the inventory. All these substances were submitted through the Pre-Manufacture and Pre-Importation Notification (PMPIN) process. The administrative order will take effect 15 days after official publication.

About the Philippine Inventory of Chemicals and Chemical Substances (PICCS)

PICCS is a national inventory of all chemical substances used, sold, distributed, imported, manufactured, stored, exported, treated, or transported in the Philippines. It currently contains around 20,000 existing chemicals, with periodic updates to include new substances approved under the PMPIN system.

Classification and Requirements

Existing Chemicals:

· Already listed in the PICCS

· Require a PICCS Certification before manufacture or import

· If included in the Priority Chemicals List (PCL) or regulated under a Chemical Control Order (CCO), prior approval from DENR-EMB is mandatory

New Chemicals:

· Not listed in PICCS

· Require PMPIN notification before manufacture or import

Low-Volume New Chemicals:

· New chemicals imported in quantities below 1,000 kg/year

· Eligible for Simplified Quality Information (SQI) notification

This update strengthens the country’s chemical management framework by ensuring proper tracking and regulatory oversight of newly introduced substances
